Does it not try to go into third gear at all or does it slip? If it is not trying to shift, I would have the governor checked. It is easily removed with out removing the transmission and often a small piece of debris will keep the valves from closing causing the transmission to not upshift. A good cleaning will often resolve this problem. Before removing a the Trans, a good shop should be able to pressure test it to provide some diagnosis before writing it off.
