Thanks to all that helped me, I finally found the problem!!!!  It was the
ground for the ECU inside the van it was slightly corroded thus causing the
ECU to go crazy. WHEW that was cheap repair.  I'll fix the transistor inside
the idle control unit soon as the transistor looks like the surface of the
moon.
