My westy has some water issues!

1. the city water never works, it comes rushing out the sides, and
that's weird.  I pumped air through it, to see if there was a clog, but
there isn't.

2. the tank water doesn't work now.. the pump is pumping, I even went to
the pump, disconnected the hose, there's water coming through there
(maybe not strong enough?), but it rarely goes through to the faucet...
I also blew air through, so no kind of obstructions that I can think of.

Any ideas on where the problem lay?
