First steps in Bentley 24.61

Ecu plug, Voltage. 13 and 14 , battery voltage ... good
14 and 19, no voltage.

I understand that 19 is ground path to stud on block

Tested continuity to chassis on that pin 19, nothing

Checked as well as I could with jumpers, and ground off block, ring terminal, to pin 19, no continuity 

I’ll cut back the brown wire in compartment and add new ring
