I know its been a couple of years since I've taken any US Govt classes,
but 3??   I believe the Senate consists of 2 senators per state
(irrespective of popluation), while the House consists of a number of
representatives that is proportional to the population of the state in
relation to the other states (minimum of 1 rep).  Rhode Island likely
only has 3 congressmen, while California has significantly more.

Is there something I'm overlooking?
