   Quick and dirty:  (I assume you mean foot well heat)  Pull the cover
and duct tape the vents shut.  Remove in winter. (or not) Mine have been
taped for four years, but the bus isn't a daily driver.  Also, make sure
that yer heater valve is closing completely.
