Happened to me once. The caliper piston is not returning all the way, the
brake pad was slightly touching the rotor, allowing only the inside pad to
wear. The solution is to rebuild the brake caliper and change the fluid, and
chec the front wheel bearings while you're at it. Is not that hard to
rebuild the calipers, even I did it, with good results.
