WRONG!!!
We live in Regina and there is a refinery in the city.  There are working oilfields within an hours drive.  We pay about $0.96 per litre.  The price of gas and diesel at the pump has more to do with oil company profit margins and taxes (local, provincial and federal) than transportation costs.  Gas refined in Regina is sold for less 4 hours away in North Dakota.  
I agree that if you go to remote areas with low population densities you will pay extra.
