I removed the speedometer from the cluster and inspected it today, couldn't see anything that appeared to be wrong. I was able to move the needle by turning the cable input with a drill, it moved very smoothly, not jumpy, and no clicking sounds. So I'm back to thinking the problem may be the cable and I have ordered a new one.
