If it’s leaking, wouldn’t that be considered structural damage? Seems to me you’d have to repair that from both sides with epoxy and fiberglass cloth.  You’ll have to create some kind of support to hold the two pieces in proper alignment while you do the fiberglass work. West system has pretty good material and instructions on how to do this sort of thing.
