I've had this happen when air gets under the seal between the
luggage rack and the roof of the van, causing drumming or vibration
of the fiberglass.
The solution that worked for me was to check that the seal was good,
replace it if worn. Sometimes coating the seal with rubber
rejuvenator helps. Also, loosen and re-tighteningthe screws holding
the luggage rack. Put some downward pressure on the rack while
tightening the screws.
