Subject:lug nuts and bolts

I was digging thru accumulated Vanagon stuff today and found a bag of maybe
25 or more wheel bolts for ALLOY WHEELS. They looked new, and
excitement reigned - for a moment. Tried one for fit. They were one size
too small. Disappointment reigned. I wonder what the devil they were for.
Any ideas where they might be applied?
